Why Don't Public Restrooms Provide Cleaning Products?

We've all faced that moment where we walk into a restroom, and seconds later, we walk out without using it, even though we really needed it.
Yes. I'm venting again. I'm not complaining about how dirty public bathrooms are. We all know some that are good, and some that are pretty bad. What I'm venting about is that people are complaining, when there is a simple solution. Provide some bathroom cleaning products to the public a and let people clean up when needed.
People fall into two camps. They either blame the last person to use it, or they blame the management. The way I see it, it doesn't matter. If companies at least provided cleaning products, there's no doubt that the restrooms would be cleaner.
This reminds me of a classic moment on the Howard Stern Show, when the whole crew was up in arms about a mess that somebody made one day in the restroom. Nobody would admit to it, but since only a handful of people had access to it, they eventually figured out who it was. It took a few days, and a few laughs. He was upset and very embarrassed, and it made for some classic radio.
This made me start to think about what was probably going through that person's mind, as he created the mess, and it made me realize that although I've never made a mess like that, if I did, how would I clean it? Think about it, some bathrooms today don't even have paper towels anymore, just hand dryers, so how on earth could anyone clean up after a mess?
That's when things start to compound. Once a mess is made, the next person starts with that mess, and makes it worse, because by now, they wouldn't even dream of sitting on the bowl.
Look, this is already too graphic. Let's talk solution.
In a bathroom shared by people who know and trust each other, how about a simple bottle of Windex and some paper towels? Make a mess? Clean it up. Find a mess? Clean it up. Either way, you don't have to sit on a dirty bowl.
For a restroom with a lot of random traffic, you can't leave out bottles of cleaning products, or they will vanish, but you can put a wall pump with cleaner and some paper towels. For a stall, people can just dispense a bit onto a couple of squares of toilet paper, and that's it. No more sitting on a dirty bowl. To me, that's even better than providing liners, because you would know for sure that you are sitting on a clean seat.
I've been in countless public restrooms over the years. I have only seen ONE bathroom that provided a wall pump to clean the seat. That was at a Wegman's supermarket in Woodbridge, NJ. It's such a simple solution. Why is this not in every restroom?
I've also been in countless restrooms in office buildings, and I've never seen a bottle of Windex or any other cleaning products where people can use them. If they did, I guarantee people would use them. Even if they didn't use them to clean up after themselves, you would at least be able to clean up before putting your rear end on a dirty seat.
