A Built-In "Local App" That Updates Based On Where You Are

No matter where you go, there you are.
One of the most popular features of smartphones is the way they can tell you the local weather, even while traveling. Thanks to GPS and other location services, you don't even need to tell it where you are.
Checking the weather was so popular, Apple made it the first thing you saw in the "Notification Center". Before Notification Center, you had to launch separate Apps to get the same information.
As time went on, Apple improved this feature by adding more functionality. For example, every Sunday morning, when I check my iPhone, it tells me it will take 14 minutes to get to the address of my church. Keep in mind, I never told Apple or my iPhone I had plans to go there, or that I needed to be told how long it takes to get there. It just knew based on where I went the previous week at that time, so it assumes I do that every week.
This made me wonder... why not add other content to the local / home screen, based on wherever I am at the time?
So, if you're traveling, why not include content specifically geared at the city I'm in... and when I'm home, remind me of things I need at home.
If you've installed the Apple Store App, you would notice that every time you walk into an Apple Store, it automatically greets you, lets you know if there are any promotions, and asks if you would like an appointment to speak to a rep.
Combining features of Location Services, the Notification Center and the way the Apple Store App knows you are in the store, and taking it to the next level, it would be possible for Apple to have a built-in App like the Notification Center, that uses your location to give you services based on your exact location.
For Apple, this would give them the ability to rent space inside the Local App that corresponds to every location on the planet. That's a lot of land up for grabs.
For example, Apple could lease out Yankee Stadium... that is to say lease the local attention of every iPhone user in Yankee Stadium who can use the Local App to order food, or buy tickets to upcoming games without downloading a separate App published by the Stadium. They key here is these people would not need to go to the App Store to download the Yankee Stadium App... they would just look at the built-in Local App and the Stadium App would already be there.
Once they leave that location, the Local App would change to correspond to the next location.
