Airport Standing Lots

It's not easy picking up people from the airport.
I recently picked somebody up from the airport. After checking flight information, I arrived at the airport within 10 minutes of the estimated arrival time. What I didn't expect was a 2 hour wait for him to come through customs, which meant that I had to circle the terminal over and over until he eventually made it to the pickup area.
Security at pickup areas is intense. They don't allow cars to sit there for more than a minute or two before somebody comes along and threatens you with a ticket. This means that you often don't have any choice, but to keep circling again and again.
Every day, there are hundreds of cars at any given time circling New York's JFK airport. Many drivers even resort to sitting on the shoulder on the expressway that leads to the airport. I tried that for about 10 minutes, but I didn't feel safe because of all the cars zooming by at 70 miles per hour.
So, I decided to enter the airport and circle the terminal where cars move quite a bit slower, because most of them are killing time driving around, just like me.
I saw a few very creative drivers who didn't want to drive in circles, so they opened their trunks, took out air compressors and proceeded to make it look like they were fixing a flat tire, so they would comply with the signs on the shoulder of the inner roads that said "Emergency Stopping Only".
While some airports have short-term parking lots, they are often pretty big and too far from the pickup area. What would be better is a designated Standing Lot, with rates similar to short-term parking, but with the restriction that the drivers remain in the car at all times.
Most airports wouldn't need to do any major construction to accommodate a Standing Lot. All they need to do is divide their short term parking into two sections. The closest section would be designated for standing cars, who are waiting to pick up passengers, so the turnover of spaces would be quick and efficient.
The bottom line is that most airports don't have places for cars waiting to make pickups. They need a designated place where these people can wait, instead of forcing them to circle the terminal.
