Automatic Headlights When Wipers Are On

Sounds obvious, but I see people driving in the rain without their headlights on, even though they have new cars
I saw a big flashing sign on the NJ Turnpike the other day reminding them that they have a law that requires you to have your headlights on whenever your wipers are on. It makes sense. When it's raining, you have limited visibility, so turning on your headlights insures that other cars will see you.
In NJ, the law specifically states that daytime running lamps, are not enough to qualify for the headlight requirement, so you need to turn on your lights to avoid a ticket.
Here's the thing...
Even if states didn't require you to put your headlights on whenever your wipers are on, doesn't it make sense for this to be standard on all cars?
Thankfully, some car makers take this seriously, and they not only turn on the lights when the wipers are on, but they can even sense the rain and turn the wipers on too. Meanwhile a lot of new cars still don't turn the lights on when you turn on the wipers.
