A Location Sensitive CB Radio App

In the 70s and 80s, CB Radios were very popular among truck drivers and people who simply enjoy talking to other people when they drive. For some people their CB Radio was nothing more than a lifeline in the event of an emergency, but for others it was a way of life.
I have fond memories of that time because CB Radios created a real community among people who used them. People who were complete strangers would start conversations, share jokes, or give directions and traffic reports to anyone who asked. Most people never shared their real names, so everyone had their own "Handle". My friend Frank was The Prestidigitator, because he's a professional clown and magician. Every day, he would connect with random people and a bunch of regulars with names like Fisherman, and Harway Joe.
When CompuServe created the first online chat service, they called it their CB Simulator, because it was a lot like CB Radio. They had channels filled with people who've never met, and everyone who participated had Handles too. The difference was that people online could be anywhere in the world. This changed the types of interaction, and while it did give people the chance to talk to people around the world, I think there is a market for a new kind of Online CB / Chat... by going back to the basics.... going local.
A Location Sensitive CB Radio App would be just like CB radio, except it uses the Internet, instead of broadcast radio. Because it only includes people nearby, it can create the same feeling of community, where people get to know the people nearby, even if it's only for a few minutes as they come and go.
To build a CB Radio App, basically it can use Location Services to include only people who were nearby. Since most states ban people from holding cell phones while driving, you would need to use headsets or Bluetooth to communicate. It would also be pretty fun for people using it while simply sitting at home looking for somebody nearby to talk too, like a party line.
