Especially for rural areas with less diverse cultures
I based the idea on my experiences with hospitalized patients in large cities who cannot express themselves. Although they had call centers they could call whenever they had a non-english speaking patient, they would always look for a staff member who spoke the language who could come into the room and translate as needed. This was far more interactive and effective than using a phone because they gesture could point to various painful areas that could not be expressed over the phone.
With that in mind, I realized that smaller, rural areas are less likely to have such a culturally diverse staff, and there was still a good chance that there was at least somebody in the area who spoke the language who could get there quickly with a location based App like Uber.
