Sticky Notes Linked to Files

Do you have trouble remembering what some of your files are?
I'm a digital packrat. I've got more files than I can count, and that means I often have no idea what a file is until I open it. In many cases, I have so many versions of the same file, I still have trouble figuring out which is which, even after opening the file.
I love the way Apple's Mac OS X lets you "Tag" files, making it somewhat easier to categorize files with tags like "Draft", "Final", "Personal", or "Urgent", but I would like to create full fledged notes for each file. This would allow me to say much more about a file without opening it up.
Unlike a Tag or even a Live Preview of the file, the notes could allow me to say things like "This is the older version before adding the new logo", or "Rejected proposal. Needs an NDA cause."
Some files formats have dedicated space to embed things like notes, but there isn't a practical way to edit or view them without loading the program that created it, then looking for the option to access the notes.
Ideally, the operating system should allow notes in any file, even if the file format doesn't support it. For files that have "Meta Data" dedicated for notes, it should allow you to edit and view notes directly inside the file, then allow you to see the notes whenever you click on the filename. For file formats that don't allow notes, the operating system should simply keep them in a database, just like file tags. Unfortunately, notes that are not embedded inside the file won't be included whenever you send the file to somebody else, but they would be visible as long as they are on your own computer.
The real point here is that there should be some way to make and view notes about files. The notes don't necessarily need to pop on your screen like Sticky Notes.
The look and feel aren't as important as having the note itself. Some users may want their notes to show up in a Preview Pane, or only when you view File Info / properties.
