Which is More Important? Skills or Integrity?

If you have a choice to hire somebody with NO skills... or somebody with NO integrity, which would you choose?
When it comes to hiring people, or choosing the right person in an election, the choices aren't always black and white. Sometimes somebody stands out because they have an impressive resume showing they have either great skills and credentials, or outstanding character, but no specific skills for the position they're applying for. When that happens, what do you do?
To me the answer is simple, you always pick the candidate with the most integrity. It doesn't matter to me if the other candidates have 100x more experience and skills, because no matter how weak the candidate with integrity's skills are, you can always train them in the skills you need and they will still be a better choice than the one with skills, and lower integrity. There's no contest. Integrity trumps skills every time.
The bottom line is although you can teach somebody skills, you can't teach integrity. Integrity can't be taught. It's either there, or it's not.
I don't mean to sound pessimistic. It may be possible to "teach" somebody to show up every day and be punctual, and even be polite; there is simply no way to teach character and integrity. If you get the sense that somebody lacks character and integrity, just move on to another choice, regardless of how skilled they are. It's simply not worth the effort.
