YouTube Needs a Dynamic Bumper Feature

YouTube should have a way for creators to dynamically insert bumpers before and after our clips.
Just about everyone who posts videos to YouTube on a regular basis inserts some sort of bumper at the end of each clip where they talk a bit about their channel, and how to find their web site or how to subscribe or follow them on social media. This is often called a Bumper or End Card.
As it stands right now, the only way to create a Bumper or End Card is to make it part of the video itself, so whatever you post will be forever linked to the specific video it was attached to.
The trouble with that is the information in the Bumper may become outdated, but since its part of the video itself, it can't be changed. So if your website changes, or you get a new social media account, you can't include that information on your older videos.
YouTube took a step in the right direction by allowing you to suggest followup videos in and End Card that show up in the last 15 seconds of video, that the viewer can click on to take them to another video or playlist. It's a good start, but it's not as good as having the ability to jump directly to a clip.
